It allows the user to set the generic/default dashboard for all admin and non-admin users. The created system dashboard will be displayed as the main dashboard for all the users and admins.

All date/times are stored within the database as UTC and displayed based on local timezone of the user. 

Note: Engine runtime data are in ISO + UTC format.
