You'll have to navigate to the Administration - Steps page. 

This function lets the tenant manager globalize the step from a tenant. A step has globalization data for different languages.  This data is used within the workflow designer to display designer step information using other languages.  Globalization data for the step can be updated using the following menu option.

On the Steps page, select a Step from the list and click on the MultiTenant—Globalize Step menu option. The following menu allows you to remove a step from selected or all tenants.

Select the tenant from the drop-down list and click Select to initiate. 

The Globalize Step popup window is displayed for confirmation. Click OK to continue. 

The step is globalized for the tenant, and a confirmation message is displayed in the top right-end corner.
