You'll have to navigate to the Administration - Steps page. 

This function lets the tenant manager globalize all steps across all or selected tenants. A step has globalization data for different languages.  This data is used within the workflow designer to display designer step information using other languages.  Globalization data for the step can be updated using the following menu option.

On the Steps page, click the MultiTenant—Globalize All Steps menu option. The following menu allows you to remove a step from selected or all tenants.

Select the tenant from the drop-down list and click Select to initiate. 

The Globalize All Steps popup window is displayed for confirmation. Click OK to continue. 

All steps are globalized for the tenant, and a confirmation message is displayed in the top right-end corner.
